In the United States, federal law provides that states or local communities may require a license or negotiate a non-exclusive cable franchise with cable TV operators to provide public, educational, and government access -- sometimes called PEG access for short. On public access television, laws and court cases have upheld that such channels provide equal access to all potential users, and they are public electronic forums of free expression.
Public access channels exist on nearly 2,000 cable systems across the United States. The channels are as diverse as the communities they serve. Many are managed by cable companies while others are managed by non-profit organizations - like Somerville Community Access Television in Massachusetts. Thousands of community residents and organizations create the programming for these stations and continue the commitment to what US News and World Report called "bottom-up, participatory television."
